ONS Environmental Accounts

Air and energy accounts provide data that represent national economies in a breakdown by emitting economic activities. This can facilitate an analysis of the interaction between the environment and production and consumption type activities in the economy, to reinforce the importance of natural resources in this context. In the United Kingdom the air and energy accounts are based on data from the National Atmospheric Emissions Inventory (NAEI), with data mapped from the NAEI technical source classifications to economic activity protocols relevant to the UK National Accounts.
The residence principle is applied to the compilation of the air and energy accounts so that estimates relate to the system boundaries used in economic accounting, rather than just the geographic boundaries used by the NAEI. The main adjustment to accommodate the residence principle relates to cross-boundary transfers, where fuel use is estimated that relates to fuel purchased abroad by UK residents for use in the UK and fuel purchased in the UK by overseas residents. This fuel use relates to sources such as road transport, aviation and fishing & shipping.
The relationship between the emission estimates compiled for the NAEI, as reported to UNECE and UNFCCC under the relevant international agreements, and those for the air accounts are detailed by pollutant in published bridging tables. There is also a bridging mechanism that relates energy estimates to headline figures from DUKES. These bridging tables can assist data users in understanding the magnitude of the range of differences between these streams of information, which all detail important official statistics in this technical area.
Environmental accounts are 'satellite accounts' to the main ONS National Accounts publication. Satellite accounts are extensions to the National Accounts, which allow for analysis of the wider impact of economic change. The accounts use similar concepts and classifications of industries to those employed in the National Accounts, and reflect the recommended European Union and United Nations frameworks for developing such accounts.
